July 2024 – Meeting Minutes

Four Corners Rifle & Pistol Club

Monthly Meeting Minutes

July 30, 2024

The meeting of the Four Corners Rifle and Pistol Club was called to order by Mike Upchurch – President at 6:35 pm.

The Pledge of Allegiance was led by Mike, and he welcomed all the members present for the meeting.

Meeting Minutes: Gayel

Anita made a motion to approve the June Meeting Minutes.  John seconded the motion, and the motion passed.

Treasure Report: Anita

Anita shared the financial report with the members present and the report accompanies these minutes.  Roger made a motion to approve the treasurer’s report.  John seconded the motion, and the motion passed.

Outdoor Range Committee: Evan

Evan has finished the camera project that the membership wanted to have installed out at the outdoor range.   The vandalism that we have seen happen over the last few months needs to be addressed.  The new cameras will allow the Club to take actions against the people that are being destructive.  Ron, Anita and Evan have also had 2 video meetings with the Colorado State Land Board.  The lease has been revised again and the committee will go over the lease and the goals are to get the lease to of no more of a maximum of $5000.00 a year.  Certain parts of the language that is in the lease must stay in because of it being the legal language of the state even though it was asked to be removed.  Our performance bond now is only $10,000.00 and the amount that is in the lease is $250,000.00 and cannot be reduced.  The Board asked for a rider to be added to our insurance for lead meditation and our insurance cannot add that.  Ron is looking into another bond for the lead meditation.

After a lengthy discussion by the members present it was suggested getting financing set up before any more is done.  Roger suggested we as a club look into buying 50 of the 204 acres that our lease is on.  Again, more was discussed about Phils World Bikers coming onto the range’s lease, with the fence being torn down or missing all together.  Both clubs need to work together to get the fences back up for the Mountain Bikers’ safety.  Road L and M signs are missing and on some of the trails.  John made a motion to get the Outdoor Range appraised for purchasing of the range.  Evan seconded the motion; Roger made an amended motion to add the approved funds if the appraisal exceeds $1000.00 to the first motion.   John seconded the amended motion, and the motion passed.  There was a vote on the original motion which did not pass.

Jr. Shooters: Norm

Norm updated the members present about our club sending Eli Bowman, a 4-H Shooter, to the NRA Whittington Center.  Eli was the only young man that was able to go, and he gave a great presentation to the club about all that he got to be a part of, all the activities he was able participate in and told us all what he learned and enjoyed.  Jr. Shooters are on hold for the summer and November 1st will be the start of the new season.  As of now all the kids will be returning to the program.

Email Updates: John

John is getting a new list of currant members for email updates.

Annual Picnic: Anita

Just as a reminder the Picnic will be at 5:30 at the Outdoor Range on August 27,2024.  Mona Makes will be providing a full dinner.  We will just need servers and the 22nd is the last day to make your meat choices and RSVP for final counts.

Pistol League: Roger

Roger told the members present that the summer practices have been going very well, and he also thanked John for sending out email reminders of all the events the club has scheduled each week.

Mark Jones: Mark asked for help with rebuilding the shooting stands and suggested that concrete could be laid for the stands to stay level.

John Swanson:  John has been getting estimates for lead mitigation for the outdoor range.  Total costs covering all the expenses would be approximately $51,000.00.  There are grants to help with the costs from LOR and John is working on getting more information about other grants that might help with the costs too.  One of the grants he is looking at is from the NRA and is due August 1st.  It is recommended that lead mitigation is done every 10 to 15 years for reclamations in the future. So, we need to investigate getting funds for future reclamations.

Outdoor Range: Bobby

Bobby will not be able to attend meetings until November.  Shot guns – Windy Gap signs will be put up by Mike, Roger, Evan, and John. John McHenry will update all the members via email about the new signs regarding shot guns and where they can be used on the Outdoor Range.

Outdoor Range Cameras: Evan

The cameras are set to be put up at the Outdoor Range.  Norm will get a trencher to dig for the conduit.  It just needs to be scheduled for August 17th.  Norm said he would also help and asked John to send an email to the members to tell them that the range will be closed and if anyone would like to help to come on out.  Evan has tested the cameras and the solar panel generator, and everything is working.  811 will be called for the digging of the trench.

John made a motion for the meeting to be adjourned; Roger seconded the motion, and the meeting adjourned at 8:16 pm.
