Minutes – 9-24-24

Meeting was called to order by Mike Upchurch, Pres at 7:03 pm
Flag salute led by Charles Thompson
Without having a Quorum present – Anita will distribute these minutes and request a vote on the items which are pending.
Secretary’s Report from July 30, 2024 – distributed by email to all Board Members prior to the 9-24-24 meeting.

Outdoor Range Report – Ron Serabia reports that security cameras were installed in August. Today he put up signage at the range about the cameras.
EVAN – We are anxious to know how well the cameras are working – can you read license plate numbers ?
EVAN – Have any members been trained in checking the videos when we do get reports of misbehavior or damage at the range ? Norm and Ron S wanted to be involved in this.
EVAN – Request made to have “extra camera” – on benchrest target shed, looking downrange.
Visitor asked why we have 30” target frames (“silhouette target stands”) but no 30” target stands. ANITA will contact Mark Jones and see if he had other plans for those 30” frames or if he can make 2 30” target stands for the pistol range.
Hunter Sight In – Ron S reports all is in place. Dates were given to Jason for publication in the Crack Shot and to Ballentine Productions for their ads. However, Ballentine dates include Thursday before 3rd rifle season – it will only be Friday on that season.
ANITA will find out how to contact Ballentine Productions and let them know of this correction.
Outdoor Range Lease – Ron Reports that the Lease Committee had an appraisal done on the 25 acres around the range. He drafted a letter (copy enclosed) for the Land Board explaining we are unable to secure the $250,000 surety bond they are requesting, so we got an appraisal.
Questions for the Land Board before making our bid to purchase:
What is the process if it goes to bidding – do we get an opportunity to counter other offers ?
Assume we will complete the lead mitigation plan prior to Sept 1, 2025 no matter what has happened with the Lease land.
John Swanson secured an NRA Range Grant for $5,000 to go toward lead mitigation in 2025.

Indoor Range – Charles reviewed the calendar thru 2024.
NORM – please contact Charles and Jason with your start dates for Jr Shooters.
ROGER plans to change the target backings Monday, Oct 28th. He will purchase new name plaques for the Pistol League shooters, but the cost will be under $200.00 and Mike gave verbal approval for that.
ANITA will re-recover the cardboard before the women’s shoot October 6th.
ROGER has offered to hold a Summer Pistol League if there is interest – please let him know.
Newsletter – Jason reports it will be ready to go tomorrow – Wednesday. He still needs the member count from EVAN– everything else he got at the meeting.
VISITOR – membership renewal – Minh Phan came in order to get his keycard renewed – online application says “processing” for months now. He was given Evan’s phone number.

Courtney good morning,
The 4CRPC has been working to find a Surety Bond or Performance Bond and so far we’ve been unable to succeed.
With that being said, we went ahead and had a portion (25 acres) of the Outdoor Range appraised recently by a local real estate appraiser. So, we’ll have our monthly club meeting tomorrow night the 24th and will be notifying the 4CRPC members of our current situation, which may come down to a possible purchase of the 25 acres from the State of Colorado Land Board.
Any information on that process would be appreciated to share with the 4CRPC members.
